Nonprofit to receive nearly $160,000 through the Sheila E. Hixson Behavioral Health Services Matching Grant Program to extend therapeutic residential treatment and transitional housing programs to National Guard members and veterans with Other Than Honorable discharge status
The Baltimore Station, a non-profit offering therapeutic residential treatment and transitional housing programs to support veterans experiencing homelessness and other obstacles, announces it has been awarded a grant from the Maryland Health Department through the Sheila E. Hixson Behavioral Health Services Matching Grant Program. The Baltimore Station will receive $159,282 to expand its programs and services to members of the National Guard and veterans with Other Than Honorable discharge status, enabling more homeless veterans nationwide to access free transitional housing and substance use disorder treatment.
The Sheila E. Hixson Behavioral Health Services Matching Grant Program for Service Members and Veterans was established in 2021 via Senate Bill 550 as a competitive matching annualized grant program. This program is administered by Maryland’s Commitment to Veterans, a unit within the Behavioral Health Administration. The Baltimore Station was one of 10 Maryland nonprofits to receive awards through the program for the State Fiscal Year 2026.
The Baltimore Station currently serves over 250 veterans each year at its 140 W. West Street location in South Baltimore. It offers two main programs that are open to any homeless, unemployed, male veteran in the United States and are provided at no cost:
- The Clinical Program is a clinically managed, medium-intensity residential treatment program for veterans with substance use disorder. In this program, residents participate in individual counseling and group therapy sessions to help them identify a permanent home, a sustainable income, and the tools they need to lead a substance-free life. The program is accredited by the Commission on Accreditation of Rehabilitation Facilities, is Maryland state-licensed, and funded by the U.S. Department of Veterans Affairs.
- The Service Intensive Transitional Housing (SITH) program, funded by a grant from the Department of Veteran Affairs, is designed to help clients get the tools and skills they need to obtain a sustainable income and permanent housing, a crucial step in achieving self-sufficiency.

Hixson program to help us expand the eligibility requirements for our programs,” said Kim Callari, executive director, The Baltimore Station. “With this grant, we can now open our doors to veterans of the Army National Guard and Air National Guard, in addition to veterans of the active-duty military branches, as well as those with Other Than Honorable discharge status. Many veterans receive Other Than Honorable discharges as a result of underlying addiction and behavioral health challenges. We therefore welcome the opportunity to provide these individuals with the recovery treatment and comprehensive support necessary to stabilize and rebuild their lives.”
